Although there are technical and meaningful distinctions between criminal and civil cases, in real life, the lines are blurred. Often, the allegations made in civil lawsuits (including divorces and protective orders) also implicate criminal conduct.
In cases where jurisdiction is at issue, each side often has their own perception about which state would be the most beneficial for their case. In many cases, the benefit is practical: it is almost always easier to litigate disputed issues in the state where one lives rather than a different state hundreds or thousands of miles away.
